Words versus Balls

At the occasion of a visit to the “Deutsche Dom” in Berlin, which hosts the historical exhibition of the “Deutsche Bundestag”, I came across the memorable transcript of the speech by Bundespräsident Steinmeier (Image below), which he gave on 2022-2-13. The German President’s words come across as a forceful defense of freedom and democracy as a matter of mind and heart, and against the authoritarian leaders who keep constructing palaces of ice and golf resorts. (“Mögen die Autoritären doch ihre Eispaläste und Golfressorts bauen. Nichts davon ist stärker, nichts leuchtet heller als die Idee der Freiheit und Demokratie in den Köpfen und Herzen der Menschen!”, p.18). There is indeed an ongoing battle on which kind of diplomacy is more effective, words or playing golf together. Apparently the Finnish prime minister seems to be quite keen to play balls with President Trump on the golf course to ensure continued support of the 1000 km Russian Finnish border. Maybe, playing Ping Pong with the Chinese leadership might be more effective in balancing the trade books between Europe and China, just as much as golfing might do the trick with the current Trump administration. What’s your handicap in the golf and ping pong tournament of  international politics.

Between micro and de-facto state

In political science we distinguish between small, micro-states and territories or regions that are defined as de-facto states. Björn Boman (2025) has put the wealthy states of Monaco, Lichtenstein and San Marino into the micro-states category. On the contrary, Abkhazia, South Ossetia, Donetsk and Luhansk fall under the label of de-facto states with more controlled access as well as under Russian influence using brutal force to control the zone of Russian influence. Due to its size Ukraine as a whole has been able to resist the Russian forces to be degraded to a de-facto state only. The military and technical ingenuity of a well educated workforce allowed the Ukraine leadership to not only counter the Russian invasion, but also to mobilize enormous support from western democracies in form of weapons, financial and humanitarian assistance including millions of refugees over the last 4 years. Size of territory has entered the equation or balance whether to belong to a the micro- or de-facto state category. In the new multipolar international political arena “the sovereign state” has become a more hybrid concept as well. Micro-states have handled the difference between full internal sovereignty and only partial external sovereignty already for years, the new multipolar international arena is being transformed rapidly in this direction. Choose your camp or align with a sufficient number of countries to form an internal and external sovereign area.

Make Russia pay

The initiative from the European Parliament to make Russia pay for its destruction in Ukraine could use about 200 billion Euro of frozen assets from Russia. Until a peace agreement is reached that sum could serve as a guarantee for infrastructure rebuilding in Ukraine already during the war by Russia on Ukraine’s civil infrastructure, like energy supply, airports and railways. It is an accomplishment of transparency to be able to trace the Russian assets. The largest amount is stored in Belgian banks according to the material distributed by the European Parliament. All these funds make up for a substantial effort that otherwise tax payers of other European countries will have to spend. The cooperation in the EU and beyond is at yet another test. Belgium plays a rather strange role in this respect as it benefits the most from many European Institutions and lobby groups being based there.

Opera design

France celebrates 150 years of the National Opera Garnier in Paris. The exhibition in the splendid building traces the history of the building from the competition for the design to the legendary performances and celebrities attending. The stairs outside and even more so inside are built to enhance the glamour around operas and dance. The drawings by Garnier are a highlight as much as the videos about celebrities walking up the stairs of an Opera building.
Charles de Gaulle, as many French Presidents before, dressed and took the famous stairs to impress the official invitees. The image of de Gaulle together with Konrad Adenauer is another interesting example of opera politics showing the authentic friendship after the fierce fighting of the 2 WW, the Nazi-terror and Shoa.
The design of the Paris Opera 150 years ago made for an impressive ritual performance of state diplomacy enhancing international reputation.

Fontainebleau garden

The garden of Fontainebleau is huge. The design by “Le Notre” is splendid in its combination of trees, greens and water reserves. Beyond walking in the park you may enjoy a horse ride ora  tour in a carriage, some even today. Boating is an additional amenity rarely available at other castles. In the Belvedere in the middle of the water basin romantic or secretive diplomatic conversations might take place. Politics and diplomacy have always needed special locations to prepare decisions. This is a historical constant.

Preventive War

The term “Preventive War” is staging a revival in international politics. The recall of the famous quote “war is the continuation of politics with other means” from Clausewitz encompasses the idea of a pre-emptive strike and entering into war to avoid an enemy to grow too powerful at a later stage. In the age of weapons of mass destruction and the non-proliferation of nuclear weapons, an intervention to limit the spread of nuclear weapons has taken the form of a preventive war. The international community has been quite unsuccessful to limit the spread of nuclear weapons so far. Research shows that democracies are less likely to go to war than authoritarian regimes and dictatorships.
The preventive war strategy (Levy, 2008), however, is a means for democracies to defend their survival against the spreading and warmongering of authoritarian regimes. However, preventive war, by definition, is a war. The preventive aspects derives from the logic to avoid a much more devastating later war. There is a longitudinal assessment at the base of the calculation to enter now into a preventive war, rather than later into a more difficult defence. In anticipation of the defense, a pre-emptive strike is undertaken. In international politics the lack of a “policing of treaties and international agreements” has initiated the return of the neoclassical concept of national interest as a guiding principle for nation states. A continued threat to the survival of a state, Israel as an example, by the Iranian dictatorship makes the application of a preventive war strategy more likely.
Historically, democracies have applied such military strategies as a continuation of politics and diplomacy with other means. In this sense the 21st century is apparently no different from previous centuries. The revival of “Realpolitik” has been spurred by Putin and his war on Ukraine territory since 2014. How and when to return to the negotiation table is the litmus test of the preventive war strategy.

International Geometry

Geometric forms sometimes serve to make international affairs more transparent or descriptive. The Weimar triangle is such a formula, which helps to show the links between states. In the journal “Le Monde” of 2024-9-13 an interview with Radoslaw Sikorski reflects the shifting side lengths and military weights within this triangle. The Polish Minister of foreign affairs points at the threats from Russia to violate the air space of Poland and the legitimacy of Poland and the Ukraine, of course, to defend its air space and territorial sovereignty. The guarantee of international law, however, is heavily dependent upon adequate international geometry beyond the Weimar triangle. The meeting with a representative of the Pentagon (US) enlarges the scope of the triangle.

Talking about the reach of missiles in defense is yet another exercise in geometry as this depends on starting and supposed, or reachable, end points. The use of GPS-signals in civilian and military applications is another example of how geometry is ruling our modern lives. Let’s embrace it, rather than shun away from the geometry behind it. Winning Peace

Most analysts of international conflicts deal with winning or losing a war. At best they deal with short-term versus long-term versions of winning and losing. However, the question of how to win or achieve a lasting peace is rarely researched. Research on the 2nd World War reveal as soon as the turning point of the war was achieved the preparation of what will come after defeat. Organising humanitarian relief is part of warfare. The U.S. has set a good example of how to organise humanitarian aid as well as ensuring a lasting peace in Europe after the 2nd World War. Lots of books have been written on the Marshall Plan to get the economies in Europe (Western Europe) back to producing. Much less attention has been devoted to the important element of “de-nazification” of whole societies.
To win peace after the monstruous crimes of the Nazi-regime and the millions of followers and ruthless fighters was a challenge without precedents. The U.S. gave a good example of how to handle the process of winning peace in the regions under its military authority. In the following I shall refer to work published by Christa Horn (1992) “Die Internierungs- und Arbeitslager in Bayern 1945-1952”. The Allies had agreed upon to pursue war criminals. In April 1944 the Supreme Headquarters Allied Expeditionary Forces published the “Handbook for Military Government in Germany”. It was deemed important to detain “certain government and party officials and members of police and para-military formations” (p.17).
Common to demilitarisation efforts after a war, it is the primordial function to reduce the risks of a renewed uptake of guerilla-like attacks due to the amount of arms still widely available or hidden on the enemy’s territory. The document specified further that the continued presence of Nazis in government and other exposed positions “might be a threat to the security of the Allied Forces or an impediment  to the attainment of the objectives of Military Government in Germany” (Arrest Categories Handbook, P.2). Denazification was a means to an end. The size of the task was, however, underestimated at several instances. For example, the organisation of the arrest and detention of more than 100.000 persons was a difficult task. After the end of fighting the transition to peace is not instantaneous. Hierarchical military and party structures had to be dismantled. The so-called “automatic arrest” issued on 13.4.1945 included all grades from the NSDAP down to the “Kreisleiter” or even “Ortgruppenleiter” as well as SS members and their “Helferinnen” (Horn, 1992 p.21). These arrests without judicial procedures came under critic as not-American in the U.S., but it took until 10.10.1948 to abandon this procedure. The literature on the issue refers more to the lack of adequate judicial procedures to handle such so many legal procedures with qualified persons as well as the difficulty to organise detention camps for more than a hundred thousand persons that should deserve to be prosecuted. Handing over to the national or regional judicial instances was, therefore, an important step. The risk to abandon the process of “denazification” was evident, but it was equally important to counter the expansion of the Russian-domination in Eastern Europe with the help of a strengthened Western Europe. Winning peace is a delicate balance of prosecution through the winners of the war and the subsequent prosecution of criminal actions through the indigenous population and its new institutional and judicial setup.
Social Sciences have a lot of solid insights to offer to win peace. With careful consideration they are helpful to learn from even for current international affairs and raging wars. Demilitarisation is only a small part of winning peace. Changing mind sets to internalise humanitarian values remains the biggest challenge and involves more than one generation.

Diplomatin

Der Roman von Lucy Fricke über Diplomatie und Diplomaten ergänzt in recht unterhaltsamer Weise die eher trockene und abstrakte Literatur zur internationalen Politik. Gute Bettlektüre für den politisch interessierten Menschen, der gerade im Urlaub ist. Diplomatie schläft nicht und macht wenig Urlaub. Urlauber dagegen machen den Diplomaten oft ganz schön zu schaffen. Die geduldigen Mittel und Wege der Diplomatie sind nun wirklich nicht jeder Frau oder Manns Sache. Wenn sich Emotionen einmischen wird die diplomatische Herausforderung zu einem nahezu unauflöslichen Konflikt. Diskretion und Verschwiegenheit sind elementar in diesem Beruf. Geduldsproben an der Tagesordnung, ständig und bei allen Dienstgeschäften. Ein nachvollziehbarer Einstieg in diese Berufswelt in Form eines Romans sollte Pflichtlektüre für alle sein, die sich diesem Berufsfeld oder der Aufgabe annehmen wollen. Gut, dass es eine Diplomatin beschreibt. Das gibt eine erfrischende neue Perspektive. Vielleicht auch Anregung über eine feministische Aussenpolitik nachzudenken.

Wenig beleuchtet werden die politischen Umstände, die nur als Staffagen für die Erzählungen herhalten müssen. Taksim Platz samt Wasserwerfer interessiert wohl nur am Rande. Das ist schade, weil es verpasste Gelegenheiten sind, Menschenrechtsverletzungen zumindest kurz anzusprechen. So kratzt die Erzählung nur an der Oberfläche von Personen und dem wirklichen Geschäft der Diplomatie. Aktion in den Vordergrund zustellen ist gut für die Story und Verfilmungen, aber der Kern der Diplomatie muss anders aussehen. Etwas Heimaturlaub konfrontiert die Diplomatin dann erneut mit der weitreichenden Gleichgültigkeit gegenüber der diplomatischen Arbeit. Leben organisieren und Aufräumen bleiben auch im Privatleben der Diplomatin eine Herausforderung der Work-life balance.

Katzengeflüster

Für viele schwierige Situationen braucht es Eisbrecher. Im übertragenen Sinne jedenfalls erfüllen täglich Hund, Katze, Maus diese Funktion. Sich unbefangen über Tiere unterhalten, sich dabei näherkommen oder einfach nur in Kontakt treten, wird heute von PsychologInnen vielen Personen empfohlen. Das war schon bei den Ägyptern und Römern so. Im späten Mittelalter, seit den Verwerfungen in Europa durch die Reformation und Glaubenskriege, brauchte es ebenfalls solche Hilfsmittel für Durchbrüche in der Diplomatie. Der Roman von Nils Minkmar „Montaignes Katze“ strickt seine Geschichte über Geschichte und Ideengeschichte im Mittelalter um eine solche Anekdote. Kinder können ebenfalls solche Anlässe bieten, Menschen zusammen zu bringen und zu vermitteln. Erfahrene Ältere, die sich nach weniger Turbulenz, aber mehr Toleranz sehnen auch.
Diplomatische Missionen, wie sie Montaigne aufgetragen wurden, haben etwas mit Pferdeflüstern, Katzenflüstern oder eben Majestätsflüstern zu tun. Wie bringe ich einen in seiner Rolle hinreichend zufriedenen, desillusionierten Herrschenden dazu eine Mission anzunehmen, die äußerst ungemütlich, wenn nicht tödlich enden kann? Ein neues Narrativ muss her. Eine erhellende Inszenierung gehört ebenfalls dazu. Genau das erzählt das diplomatische Lehrstück von Nils Minkmar am Beispiel der Zeit des späteren Heinrichs des Vierten. Die eindrückliche Statue lässt sich heute in Paris bewundern, aber kaum eine/r der Passanten interessiert sich noch für die Geschichten dazu.
Noch interessant für uns? Sicherlich. Üben in Toleranz ist ein wahrlich ein lebenslanges Unterfangen und will immer wieder neu praktiziert werden. Stöbern im Werk von Montaigne ist einfach über die Uni Chicago möglich (auf französisch, bien sur) mit Schlagwörtern z.B. “cité”. 10 Einträge zum Thema Katze “chat” im Original sind ebenfalls darüber in “Les Essais” zu finden.
