At times legal systems feel like going round in circles. Legal procedures move from one stage to the next and they may get referred back to the previous instance to resolve a particular issue or restart the procedure. This has good reasons with the aim of “doing justice”. Sociolegal circularity, however, begins before the, right at the beginning and negotiation of legislation on which all legal systems are based in democracies, that is. Hence, the legal definition of waste, recycling as part of the circular economy and society is rather crucial.
Circularity is a complex sociolegal issue as the example of PFAS in plastics demonstrate. In economic theory the existence of externalities invites profit seeking of the kind like: “the sea in large part is owned by us all and there is no price attached to the (ab)use of it. Dumb PFAS into the sea, because the costs of cleaning up will be shared by all of us”. In order to limit the extent of this economic logic, we have to rely on sociolegal processes. The precise definition of property rights and liabilities beyond the PFAS issue have to be well-defined. It is an intergenerational topic as well, not only in view of deferred payments.
Parliaments have to be rather competent to look through all the complex issues of producing and recycling of materials to make sound provisions in law including future generations. Going round in circles in parliament is yet another element of necessary condition of circularity in a rather broad sense.
The air we breathe and the water we drink have become part of this “economic externality”, which is a very internal, inside of our body kind of sociolegal affair. Who is responsible for the bad air we breathe and the contaminated water we drink? Air and water have for a long time become marketable products. The more your local water is polluted, the more we are forced to buy water. The more the air in inner cities is filled with fine dust particles, the more medical doctors, hospitals and rehabilitation facilities we need to construct.
For GDP calculations these are win-win-win situations, although they make us all worse off. Society and politics are in charge to define and redefine (yes, circles again) the legal basis with a lot of precision and scientific detail. Sociolegal circularity is key. You just have to turn it in the right direction.

Socioeconomic Circularity
Some sectors of the economy receive a lot of attention, for example sectors selling fancy cars. Other sectors, like the ones regrouped under the name of circular economy, receive much less attention and show up little in headlines. In fact, the circular economy is a great example of this. There are thousands of waste and rubbish collection, sorting and recycling centers, several hundreds of waste-to-energy plants, composting sites across the European Union. Of course, there is also a European Federation of the sector (FEAD). On the last FEAD conference in Brussels 2024 it became clear that Europe is finally waking up to the challenge of recycling costly raw materials.
The narrative concerning the sector needs to change further: what used to be subsumed as costly nuisance is in fact a potential profit center for companies and society at large. We do no longer want to import lots of raw materials from countries with dubious social and environmental records as part of our supply chains for raw materials. Time to act. This, however, is a rather complex socioeconomic challenge of circularity. The price mechanisms are not fully functional in most Member States, let alone across the EU. Additionally, the social practice to recycle varies greatly between countries. Distributional issues matter as well. It is rather obvious that dumping waste from one region/country in another one has huge implications (nuclear waste), but if one country values waste more than another one, due to innovative recycling techniques, the matter takes a marketable turn. Regulation should carefully distinguish categories of materials as we do for hazardous materials in production, consumption and for health and safety purposes of employees.
Metal, battery, cement, plastic and wood recycling pose challenges, but also opportunities to improve the European material import/export balance sheets. However, first in the circle of circularity is the use of materials. There we are clear that “less is better”. Less input of raw materials, most of which we import in the EU, reduces our dependence on other countries. This is the tricky social question of circularity. Mainstreaming of more conscious use and reuse of resources is a huge social issue, which we tend to relegate to a task for the education system. The awareness that supposed waste is also a valuable resource is spreading and the growth of the sector a business and employment opportunity for many. Circularity is the new sexy sector of the 21st century.

Book Annotation
For most people book annotations are considered a nuisance. However, most pupils or students mark their so-called textbooks, which contain many images nowadays anyway. A good mindmap, summary of text, highlighting or critical comments may be part of their day-to-day working with a book. Some editors facilitate this using broad margins and more space between lines. Working through a text can take multiple forms and books have allowed over centuries different kinds of their usage.
There is yet another underexplored usage of books. On printed volumes annotations of previous readers may serve as a guide to a script of places, thoughts or material of particular importance. I have always found annotated copies of other readers interesting in their own right. Reading an annotated copy felt like reading another person’s mind, thought or learning process.
A modern view of books as a tool of communication might extend this perspective to study annotations of several readers on the same copy. Just like we comment today in word processing on texts from collaborators or students. Books are a means of communicating with other people or machines (AI) usually with the aim of spreading ideas, content, horror or pleasure.
Therefore, I am always happy to find annotated versions of a book, especially of prominent authors. It sometimes feels like reading a “partition”, a transcript of music which contains the comments or fingering of the reader or the performing musician. The BNF has a lot of such special copies in its archives, usually found in the donations of persons or prominent authors and their families to the archives. This can be put together to make an interesting exhibition of the process of thinking and writing and of special treasures – annotated books.

Book Value
What is the value of a book? For the author of a book each book s/he has written or sweated the value of the accomplishment is pretty high. From the publisher’s perspective a book is an investment and sometimes a very risky one. The book store makes choices and takes the risk to devote time and effort to select the bestselling books or the best one suited to the local or passing audiences. Next in line are librarians who either stock everything published in a specific language or country (legal deposit) or select from the offer according to perceived interests of their subscribers. On the way to their audience many mistakes may occur. Books miss their targets or librarians go wild in their efforts to guard or discard books. In any case, many books do not find their audience. Some sit on shelves for years and will never be touched by anybody. Other ones pass from one hand to the other rapidly with long waiting lists.
Even if many conservationists don’t like it, it is the use of books that honors books and authors. Pocket books play a specific role in this link of readers and writer. Use rather than conservation, is the prime role of these lighter versions of books. They also have to endure heavy weather, scratches and folding of persons focused on content rather than precious form.
Last but not least in line comes the market for recycled books. Re-use of read or unread books has increased over years and some readers are happy to discover a discarded book from a previous owner (public or private). The value of a book lies in most cases in the eye of the reader. This then makes it an object of competitive marketing and continuous auctioneering.

Spectacularization
Guy Debord (1967) has outlined in “In the society of spectacle” the importance to analyze societies from the perspective of “le temps spectaculaire”. Today we might frame this as “eventism” or the running of society through events. The regular spectacle of religious festivities, new year’s celebrations, Olympic games or even elections and election campaigns have been transformed into ceremonies of enthronization, where the reach to ever larger crowds is the prime goal. The critique of mass media of the 1960s can be deployed to the criticism of the facebook, Instagram and tiktok media campaigns of today. If you are not present on these platforms, you do not seem to exist in the view of the many. Debord highlights under his concept of separation the increasing isolation of persons and thereby a domination of people through technology (Debord para 24,27). Put in today’s terminology form of psycholinguistics we speak of loneliness of the old and young who, through the use of social media technologies, are prosumers even or especially in their free time. They serve the accumulation of massive benefits to the platforms of the spectacle more than their own fulfilment or socializing experiences. The consequence is the isolation of persons, with the paradox to be potentially the winner in the lottery of the algorithms to suddenly reach millions of people. The ephemeral popularity is a curse more than a blessing for most persons. The result is the “singularization” of crowds and within society.
Spectacularization is a process that is accompanied by singularization. Both terms have the merit to stress the process of evolution of societies. Comparing societies turns into an empirical exercise to measure amounts of spectacular events, degrees of spectacularization of individuals and the singularization of individuals within society. The antidote of solidarity and sharing is on the rise as well, which is reason to believe that not all is lost.

Sunny Trade
Some countries or regions struggle with trade deficits or trade surpluses, which cause worries to their partners. Eurostat publishes regularly the latest trade figures for the EU with external partners. The EU as a whole has a trade surplus in September in 2024 of € 12 billion. From January to September in 2024 the surplus accrues to 140 billion already. Overall, this is a rather sunny picture of EU trade. As we import raw materials and fossil energy mainly, the rest of the world is largely appreciating what we do with the imports, at least in an economic sense, environmental concerns tend to be neglected in such considerations.
The import statistics and figures do not capture the contribution of the sun to our energy balance sheets. We import energy from the sun almost on a daily basis and our trade statistics to not capture this, despite their huge impact on production and the fossil energy trade imbalance we report each month. Imported energy, the largest negative position in our sunny trade balance, in the EU amounts to € 20 billion per month. Harvesting more wind and solar energy as well as geothermal sources and energy storage require huge investments, but millions of Europeans are willing to contribute to this effort. With rising protectionism we should act now to avoid years of structural trade deficits in the coming years. There should already be more sun in the still sunny trade balance. To keep it that way more sunny trade will do the trick.

Shorter is better
Contrary to a lot of received previous recommendations, the shorter duration of antibiotics prescription and use (3-5) days is overall better than the prolonged use of durations between 7-14 days (JAMA Link). A so-called narrative review of medical studies (Lee et al.2023) reports more precise results separate for medical indications (pneumonia, sinusitis etc.), which tend to go in the same direction for the majority of indications. In view of the serious issue of antimicrobial resistance, a consequence of overconsumption and too widespread use of antibiotics (also in animal health and food production), the slogan of shorter is better should receive serious attention.
It is not only a medical, pharmaceutical or public health issue. The topic has become an issue of nutrition as well. The food chain contains largely unknown amounts of antibiotics as well, especially if larger amounts of animal or fish products are part of it.
The knowledge from these sciences has still to filter through to the broader public. This means it has become a social science topic as well. The transmission of knowledge and patient expectations on prescriptions, which is also linked to regulations concerning sick leave, make it more difficult to shorten prescriptions of antibiotics. There is a steep challenge to change behaviour according to the new mantra “shorter is better” with respect to antibiotics, even if we know that it is better for all of us in the medium or long term.

On Keys
Keys may open multiple doors. Even a single key can open many locks, if constructed in the appropriate way. The obverse of key is also key, at least in the function of keys to lock doors. Hence the trick of the key is its dialectic function (open/close) of access. We practice the functioning of this binary thinking (1= open, 0= closed) several times a day. Even binary thinking can become very complex in case you consider a bunch of keys or organized as a ring of keys. With a plurality of locations or rooms (home, work, leisure) the uncertainty to have the fitting key to the lock in question at your disposable becomes a bit of a puzzle. Here we are, trial and error enter the stage for most of us. Don’t worry, there are digital tools to solve the problem for you, but then the whole issue of trust comes into play more forcefully. Sharing is not only caring, but also daring. Transponders replace keys and passwords have become the new “passe partout”. This leads to the brave new world of encryption as the keyfactor for security. Encryption is key. Are you already encrypting or still turning keys?
Keys are key to understanding as well. Artists in Berlin-Schöneberg combined the portraits of persons and their bundles of keys next to each other. Keys seem to reveal key personality traits of a person. Life course researchers may investigate the “first ownership” of a key to a room, an apartment or the family home as a factor of independence, even freedom to move. Handing over the keys of a car or your home to a significant other may mark looming restrictions due to health issues.
Anyway, what is your favourite key in music? More a fan of serial music or 12-tone music? 
On ambiguity
Ambiguity is defines as something which can have more than precisely defined meaning. In legal affairs or other domains this may cause confusion and invites discussions or clarification. It has become even a personality trait and a competence to endure ambiguity. If a manager distributes tasks, ambiguity creates a potential for misunderstanding. However, ambiguity may also leave room for self-organization that people might like or be afraid of. Hence. handling of ambiguity is something of a skill that you are able to operate in less well or even undefined situations or circumstances. In such cases you have make decisions yourself and take responsibility later on for your decision. Creating ambiguity or ambiguous situations is a technique in art as well. To throw into doubt what previously was the received wisdom challenges people and institutions. The ways to handle ambiguity become a challenge to the performance of individuals or institutions. In dialectic thinking you think of something as well as the opposite. The result is an ambiguity which you might want to resolve. Quantum physics created a similar challenge to classical physics as more than one kind of behavior of particles is possible. Ambiguity might be more the rule than the exception despite our continuous efforts to disentangle ambiguity. 
Comprehensive Conflict
In a recent paper Mara Karlin (2024 Foreign Affairs LINK) has stated the need for the Western World to understand and even prepare for comprehensive conflict. Particularly in response to Putin‘s war on Ukraine’s territory and the threats and potential use of the full range of weapons including cyber warfare, destruction of energy resources and military production sites the current war comes close to total war. Several European countries have made significant steps to increase budgets for the new forms of comprehensive conflict management. This starts with adequate discussion in public on the dramatically changed security situation after the „Zeitenwende“ caused by Putin. The forceful Ukrainian response with much financial assistance from the West has pioneered drone counter strikes and by this put an end to the Russian progression into its territory. In order to match the total war ideology Putin is implementing in Russian society the Western world will have to rethink production models and strategic defense capabilities in all areas to match the rather real threats by Russia. The prevention of the spreading of comprehensive conflict is of utmost importance since the risk of an expansion of Russian influence and suppression of any internal resistance in Russia has devastating consequences. The 2024 book by Tatjana Tönsmeyer „Under German Occupation, Europe 1939-1945“ (own translation of German title) demonstrates what it meant to live under the domination of an inhuman dictatorship which is ready to use all out war and violence at any occasion. We have to confront this, even if we don’t want to face it. Nevertheless, the Russian aggression is also strongly targeted on its own people not to take risks of separation from Russia as this would mean devastating destruction to those regions and people who dare to do so. External explosions are therefore for Putin a prevention of implosion of the Russian Federation similar to the Soviet Union previously. Comprehensive Conflict extinguishes any remaining internal opposition as intended collateral damage. In Western countries, however, we shall have to argue with opponents and build majorities through understanding the issues at stake not through silencing opponents and opposition. Build Tec
Home construction has turned into the art of isolation. Saving energy is easiest in a well isolated home. Besides the roof the walls, doors and windows are next issue. Isolation inside and/or isolation outside are good points of departure. Heat pumps are the next step that needs attention. This is already a sequence of works that have to be planned well in advance. Electric current or LAN wiring or even fibre are additional features a modern home should be equipped with. Lots of different skills involved that we are unlikely to find in traditional occupations. Networks of enterprises are involved in building technologies. Startups in this area could offer better integrated services to clients to advance energy savings rather than the traditional skill sets spread over multiple trades and occupations. Learning tasks and skill needs are abundant.

All Electric Society
Moving away from fossil fuels will shift power generation to electricity. Wind, water and solar energy will eventually generate enough power for home appliances and even electricity-based mobility. Lighting and computing or smart phones use direct current (DC) as power supply. This form of electricity is usually transformed from an alternating current (AC). Producing DC with a solar panel or a battery supply is transformed into AC for our home power lines and locally transformed back again into DC to change our smartphone or LED lighting. There is energy lost in the 2-fold transformation. Hence, it is possible to use a simple DC wire network to bring your self-generated power directly to the appliances that function with DC anyway. Whole factories are making this shift already, some as prototypes. The all electric society is in the making. There still huge potentials to reduce electricity consumption and improve security through low voltage electricity circuits and networks. Almost 200 years after the publication of Ohm’s law it will become the foundation of the all electric society. 
Game Tech
Gaming has moved digital and online for a long time. Networked gaming and following the best gamers online on video-platforms like twitch has captured a lot of attention from younger generations. With a real trend of gamification for industry and even public services, the digital gaming sector is moving from backstage to front end of companies and services. Public administration as a game. Enjoy the use of a public service through a game-like experience. Walk around in the metaverse world and get your admin work done. I would love to have such an experience. There are so many applications for gamification that the bottleneck is in the human resources to program all these applications. Coding the digital and virtual worlds to get real stuff done is just around the corner. The SCCON 2024 in Berlin showed these technologies next to each other. 2025 we might see integrated prototypes. I have a digital dream, others call it a vision for public services in the 21st century. 
Move Tech
First we teach robots how to move. Next, they teach us how to move and motivate us to do more. This is not only for the elderly persons to imitate the moves and talk to AI systems, but children too will have fun and learn new tricks from robots rather than old dogs. Learning languages with an AI system is well advanced. Soon we shall walk with our artificial friend around cities and have a perfect tourist guide with us. Imagine walking in the countryside with your robot explaining you the flowers and herbs next to you. These brave new worlds are not too far off and it is up to us to be open to accept or dismiss these applications. Coaches using ball throwing machines or robots have managed to lead pupils to higher levels of practice faster than others. Motivation through move technology has undeniable advantages. 
Ener Tech
The future energy lab in Berlin proposes valuable advice and guidlines for the „prosumer“ revolution in energy technology. From the own or home production of energy, the sharing of investments and infrastructure to the distribution network and finally consumption, the whole life cycle of energy is treated with a concern for environmental and financial sustainability Sharing is the way forward and many solutions build on this basic idea to move beyond the individualistic approach and fossil fuels cheap in the short term, but more expensive to society in the medium to long term. As most solutions make use of digital tools the issue of cyber security has to be a concern right from the beginning or even the planning phase. Joint production and consumption rely on people and communities reaching compromises. However, wholesale resourcing and averaging over households allows cost savings. The technology is available already, the skilled people to implement these solutions are currently the bottleneck. DIY will have to bridge the gap as neighbors learn from neighbors as yet another form of community building and engagement. (Image gamification of community decision making, SCCON Berlin 2024)

Language Tech
Inclusive societies can build on many tools including AI to lower language barriers. It is not only a question of translation, but many other forms of language come to mind. Sign language or easy language are necessary to facilitate broader access to public services. Reading out texts on webpages or Braille translation for the blind to interact through keyboards are additional forms that are available in digital communication as well. The audio description of videos and images is well advanced (reverse engineered through AI) and allows people with limited vision to fully participate in society. Audio messaging and transcription are used by almost everyone by now. Public services will open up to these channels of communication as well. The technology around languages is much more than just translation and AI-assisted learning of languages (talkpal for example). The new lingua franca is language technology, because it enables us to speak many languages at the same time even dialects or lost languages and in many voices. Justice Tech
The digital or hybrid courtroom has become more the rule than the exception in Germany. Video conference equipment reduces costs and can speed judicial processes. Even the production of transcripts from the proceedings and circulation of documents and certificates, enhanced by AI will change the speed to exercise justice. Digital tools and technology has found its way into the courtroom and younger lawyers and judges as well as the accused or defendants will value the simplified procedures. Until this is the standard in all legal domains we shall have to wait a bit. In Germany 2026 is the deadline to install the adequate equipment and tech companies and consulting firms like Arktis are well prepared to support this overdue process. In terms of an economic theory of the judicial process a judgement that is delivered years later has to apply a discount rate of at least equal to annual inflation. For moral issues another discount rte might apply. Excessive delays of judgments may cause additional suffering on the side of victims. Justice Tech, therefore, has a role to play in the practical and theoretical debate about „doing justice“. (Image SCCON Berlin 2024-10)

Citizen Services
In addition to public services there are many citizen initiatives that pick up common interests of citizens. These range from long-term infrastructure projects to daily care and provision in small neighborhoods. Such efforts build on volunteers and the organization of volunteering as an integral part of community life and services. To facilitate these organizational tasks online tools can make a real difference. However, the trust in specific tools beyond the general platforms known for their sketchy treatment of data privacy and protection is low. Therefore it is necessary to rely on trustworthy open source software to support local communities and networks of volunteers in their work and efforts. Secure e-tools for collaboration have an important role to play to reward volunteers with e-learning and being part of or even driver of new digital services. The software „wechange“ offers a platform with several tools for e-organization and communication small communities can set up themselves. Bottom up organizing in addition to the more top down public services complement each other. Going digital is the way forward in both domains.

Mobi Tech
There is much more to mobility and technology than new cars and bicycles. Innovative infrastructure provided by new public services allows new forms of mobility technology to strive. Charging points across a country are crucial to ensure smooth and smart mobility for example with e-cars and e-bikes. Software guides us to next or cheapest charging point in the surroundings. Public services provide the basic data on this and need trustworthy updating and repair of the infrastructure to avoid frustrations. Navigation systems need up-to-date info on areas with restricted mobility due to high emissions (diesel) or illegal parking of shared bikes and rollers to avoid a banning of share options in inner cities. Data allow the guidance of traffic and combinations of different modes of transport. Mobility tech is nowadays a largely data driven process and public services provide important basic services and information for innovation and reduction of emissions in the field of multimodal mobility.

Ed Tech
Education Technology is much more than the use of tablets and Internet access in schools or in each classroom. Some schools revert to ban mobile phones access during classes or introduce specialized social media breaks during the school day. At the other end of the intelligent use of digital technology is the digital classroom with digital whiteboards in each classroom or the first fun hands-on experience with coding for primary school pupils through, for example, the “Scratch” platform. Once you are used to the power of the whiteboard to use web-based information in teaching systematically, most teachers and pupils will no longer want to miss these tools. Public libraries become important access points for those who have no speedy access at home to assist in learning. Digital tools and e-learning are an empowerment of learners to benefit from the millions of useful learning tools and platforms on the web. A first understanding of easy coding allows children to figure themselves as producer of games rather than only a consumer of fantasy games. Create your own story instead of following the stories of others is empowerment. Scratch it, if you like. The role of the teacher in classrooms is evolving fast as well beyond the 40-60 minutes slots in class. Play the games of your pupils, is a bit like a flipped classroom.

Gov Tech
For many years we have believed that technology is something for experts and a special sector of the economy. Private sector companies have taken the lead and innovative applications of e-solutions or web-based applications have moved online to attract huge crowds. Some 20 years later, the scope to move public services online are on top of the agenda as well. Not only in security, defence, infrastructure management and health e-solutions are drivers of innovation and improve the reach out to persons in remote places, where it is hard to keep up equal provision of services otherwise. This is where “Gov Tech” comes into play. Government Technologies I would define as all technolgies that are needed to service your current citizens, past and future citizens as well as “want to be citizens”. This needs a whole of government approach, since there are many cross-cutting issues involved like cyber security and data protection. “Gov Tech” is no longer just nice to have. It has become a “sine qua non” condition of government. The expectations of people have been shaped by private use and habituation to online access and amenities that government and public services have to follow suit in order to be perceived as similarly close and accessible for people. Besides the technological aspects of hardware and software solutions for gov tech there is the huge issue of taking people with you on that e-journey. Even social policies and social inequality are subject to the e-volution of gov tech. There is a potential to reach more people with the same number of administrators by use of new gov tech solutions. At the same time, the risks to loose people who choose to remain off-line or have no access to online services increases as well. Gov Tech poses multiple challenges as well as interesting solutions. Great to see many regions and states taking these issues very seriously.

Water Quality
Obviously, water is not just an issue of quantity, but also quality. The availability of sufficient quantities of water in a region depends on rain, its storage, and the use of these water resources. The quality of water is a subsidiary issue, as lack of inflow causes concentrations of nuisance in water to rise. Global warming will most likely intensity the concern for not only the quantity, but also the quality of water.
Public services are in charge to sample and monitor levels of water quality for consumers. Independent of public, private or public private partnerships in this field there is a need to check from time to time the quality of water. Public institutions do a great job in monitoring water quality, but as science progresses there are new sources of pollution that enter the already complex analysis of water quality. New chemicals and remains of medical or pharmaceutical analyses have been retrieved from water and, sometimes, they have reached critical or unhealthy levels.
More detailed monitoring is necessary and new digital tools allow to improve just this type of monitoring to inform policy makers on shifting patterns.
A project of that type “Urban Green Eye”, for example, allows to monitor the artificialization of previous vegetation to show up on satellite images of Germany. Independent groups, citizens or communities might find it useful to use their own sampling and testing to guard against abuses or dysfunctional public monitoring systems. Start-ups like “Hydroguard” offer services to support activists, communities or public services in their own efforts to ensure water quality. 
Digital Zebra
It is a difficult task in all countries to bridge the digital divide in a society. On the one hand, there are so-called digital natives, those who have grown up with smartphones and notebooks all around them all the time. On the other hand, there are many persons who have not kept track of the digital turn and feel rather lost or are afraid of making mistakes using digital tools. As public services are also moving online, the need for a society-wide comprehensive mastering of digital information and tools have become a sheer necessity. It is much more than just nice to have.
As public services move online like registrations, payments or tax declarations, the need for training and/or assistance of millions of people in a country become a real challenge. This is where the innovative project “digital zebra” in Berlin comes into play. Through the network of public libraries you can get support in person to master your digital challenges.
The name of the project refers to the “zebra crossing” of a road, which assists persons to move from one side to the other side, just like crossing the digital divide. We shall need a lot of those guides and other multiplyers who can assist people to move safely online. Only through this form of taking people with you on the move towards online public services we shall close the gap of the digital divide. It is probably going to widen before we can narrow it again, unless we breeding digital zebras in a rapid way.

Public health info
Public services have a premordial role to play in providing reliable and up-to-date information on health issues. It is no longer only in charge of collecting this information, for example on infectious diseases, but public services are in charge of timely disemination of that info as well. This is, of course, were online services and AI come into play. Getting out this info is crucial, but in the age of fake news and the wide disemination of news on social media, public services need to check also what becomes of the news they have published. The Covid-19 pandemic has been a worthwhile experience in this respect. It is important that reliable information is transmitted via trustworthy channels, which have already been established prior to the “next” health crisis. Many innovative tools were presented at the SCCON 2024 and maybe trustworthy video calls with a medical doctor or your pharmacist may constitute a solution to many infectious pandemics. However, trust in the technology is important as well as equipment and identification systems to be sure that your medical doctor you meet online is actually a medical doctor or only a savy pretender. The issue is as old as medical assistance. The RKI in Germany is the reference information for coordinated information on many public health issues like infectious diseases.

Start-up Winner
The SCCON 2024 has awarded one of its prizes for start-ups to „neuraflow“, which proposes the programming of chatbots for small communities or cities among other AI-applications. The test in multiple languages for the city of Bremerhaven is fun to test and shows that online public services can be witty and fun to use. The incorporation of local dialects gives the impression of a very personalized service. Moving the administration closer to the heart and the location of its citizens is achievable through shifting communication online. Prior information before a first contact speeds up information and administrative processes for everyone involved. Congratulations to the team involved and we look forward to many nice applications of the same technology in other cities. Admin can be fun, even in Germany 😉😂

Administration Online
The public administration is more and more moving online. The electronic identity is becoming a reality for all those with a recent personal identity card and who remember where they stored their pin code which came with the card. Moving houses or apartments or car registrations among other official registrations can be carried out online rather than by joining the lengthy queues at your public administration. The “buergerservice.org e.V.” presented the easy steps at the SCCON 2024 in Berlin again to the audiences. The support by the “mobile citizen’s office”, allowed to do the PIN retrieval or change on site and during 2 minutes. This is going to be a game changer for many people who shun away from lengthy admin procedures and push off such registrations due to the time-consuming queueing systems currently in place. Labour shortages are circumvented by e-administration and citizen’s satisfaction with public services increases. More publicity for such e-services and rapid implementation across countries and the EU should bring a about a new e-dynamic drive to old Europe. Employees or civil servants will be pleased to deal with exceptional cases only rather than the bulk of repetitive registrar work. More time will be available to real case management instead of suffering from impatient citizen clients. “Administration as a service” sounds like the new device of digital public management. 
Digital public management
Countries with large public sectors also have specialized research called administrative science. More than 25 years ago the whole discipline has been hooked on the idea of so-called “new public management”, which introduced “management by objectives” and “benchmarking” as new tools into the field of public sector management. In Germany Naschold and Bogumil (2000) have been publishing extensively on the topic. In 2024 the new public management is well established and the now new challenge is “digital public management”. Berlin just hosted a fair on this topic (SCCON 2024). This allows to speed up administrative procedures, increase the reach of public administration into remote areas and creates new challenges to counter the digital divide of society. The modern public sector may shift from being pushed by private sector companies in terms of digitalization to being a forerunner of digital provision of services. Tax declarations in Germany are a good example, where for many years it is a widespread practice to rely on digital forms of declaration and communication between the tax office and its clients.
Other countries, like Estonia, have taken already many more far reaching forms of digital public management and digital provision of services. The scope of such reforms is huge and the administration of persons in remote areas and aging societies give additional reasons to push ahead with digital public management.
At the time when even emails become outdated among youth, some administrations are proud to feature their latest innovation in digitalization. A machine is opening physical letters and scans the documents automatically and stores them in a secured cloud for example. It is indeed an important “bridging technology” for administrations dealing with a generation of older persons who are used to this form of communicationd by (snail)mail.
Many interesting new digital solutions (hard and software) were on display at the SCCON 2024 and many more are in the pipeline or pilots have been implemented already, well worth studying in more detail. 
Risk Takers
We are all risk takers of one form or the another. Those of us who ride motorbikes or enjoy rock climbing have an above average taste for risk taking. Since the publication of „The risk society“ we are aware that collectively as a society we have taken on additional risks like nuclear energy, atomic weapons or the risk associated with silent climate change with the persistent reliance on fossil fuels to a large extent. Holman W. Jenkins (WSJ) has added an additional perspective on risk takers which originates from government policies to encourage building homes in places subject to high risks of flooding. Several policies come to mind that encourage individuals to take high risks and construct and repair buildings in flood prone areas. Government grants, insurance policies and relocation subsidies are at issue here. Regulations like driving licenses try to build on competences to ensure „more rational risk taking“ in people. Teaching about nutrition might alleviate the obesity pandemic as much as awareness of an active lifestyle can avoid a large number of cardiovascular diseases. Risk taking should be to a large extent an individual’s choice with the consequence to live up to the consequences of the risks taken also more an individual’s responsibility. Collective solutions are a powerful way to encourage additional risk taking. The consequences of those well-defined solutions have to be funded collectively as well. Science Fraud
It is a big issue if publications in science in high reputation journals have managed to pass a rather lengthy and thorough peer review process and still contain evidence based on fraudulent data. The worst case scenario that based on this wrong evidence tests of useless drugs are performed on patients in hope of an honest concern for their health. In fact the financial rewards and even academic rewards have been achieved only through the successful publication of a bias introduced into the data and/or analyses of the data. The fraudulent researcher became subsequently Director of the institute of agingwhoch is part of the American National Institute of Health (NIH) and an academic reference in health sciences far beyond the USA. It is the merit of Charles Piller and his team to persist in challenging the treatment recommendations which were concerning Alzheimer and Parkinson diseases. The checks and balances in the academic research have failed and a serious reconsideration of the procedures should follow, not just business as usual. The reputation of scientific research is at stake beyond the natural sciences and medicine, although the normal way of proceeding is just to qualify such events as singularity and specific to a single discipline. Aging is also not just treated by one single discipline. Hence, there is a need to review the review process and publication practices. The Boeing airplane control failures were also indicating that reviews of technology are subject to high risks. Independent checks and control are hard to ensure in advanced subject matters, but sufficient time and resources have to be devoted to the process. AI Nobel
Artificial Intelligence has made it into the ranks of Nobel prizes in 2024. As AI is been talked about everywhere by now the Nobel Committee has deemed it expedient to award Hopfield and Hinton the Nobel Prize not in informatics, this does not exist (yet), but in physics. Neural networks focus on the links between bits of information rather than just the sheer number of data points mimics the functioning of our brains. The most remarkable statement by Hinton is probably the one of the also dangerous potential of this invention. He has already issued a disclaimer on the potential of AI in warfare or other ways to impinge on our human idea of freedoms. The discovery of the applications, good and bad, of these AI-based systems has just begun.
